Insurance career entry: new regulations

Following the regulatory consultation held from June 13 to September 10, 2024, the amendments to the Regulation respecting the issuance and renewal of representatives' certificates (the “Regulation”) received ministerial approval.

 

Mobility of representatives outside Québec

As of March 26, 2025, adjustments to Section 53 of the Regulation will simplify the AMF certification process for representatives with experience in a Canadian province other than Quebec.

From now on, under certain conditions, authorized candidates who have practised for at least 24 months out of a 36-month period preceding their application for a certificate in Quebec may benefit from an exemption from the probationary period.

However, it remains mandatory to pass the minimum training and examination prescribed by the AMF to demonstrate mastery of the competencies required to comply with the legislation applicable to the exercise of representative activities.

This will promote workforce mobility and accessibility to the representative certificate in financial products and services distribution disciplines.

 

Retaking exams

From September 15, 2025, the rules for retaking life and health insurance examinations will apply as follows:

If a candidate fails an examination, he or she will be entitled to three retakes. After that, he or she will have to wait one year before being able to reapply for the same exam, and the minimum training must be valid.

 

Probationary period

As of September 14, 2026, the new regulations will introduce greater flexibility to the probationary period, particularly regarding its duration, the hours to be worked per week, and the maximum number of trainees who may be supervised by representatives dedicated primarily to this task.
